Its best to wait an hour or two after his shift has started.
First thing in the morning, then again a few days later call again as a follow-up, try to keep your name ringing in their heads. Call again a week later. If you get nothing, don’t call back. If you continue you’ll make yourself obnoxious.
If you must do a cold call, call an hour or so after work has begun. Usually, it’s not the first thing in the morning when everyone is catching up on e-mail and phone messages.
