I recently completed my PhD in Educational Psychology, with a Developmental emphasis. All the employment websites I have found seem to target licensed clinical psychologists. I live in Georgia and would like to focus my job search to this state.

You should look into a postdoc. You get additional training as an unlicensed psychologist, but get the experience and hours required for licensure.
APA and APPIC are good starts.
On the APPIC site, you can also search by state, populations (i.e. students), or specialty areas (school, developmental disabilities).
Also check with the state of Georgia. Their job site had an opening for a psychologist with a temporary or provisional license
If you are interested in a research position, check with local colleges and universities.
